Because the chances of getting a good seat during the regular season relies on the kindness of others, I would consider this a "tax the rich" type scenario. Ottawa can (and is the only team that) can knock the Leafs to 6th. Montreal can finish 2nd and if they do then boston is 4th. First tiebreaker is most combined regulation and overtime wins.
