That's just not right!
First thing that comes to mind is that it was a poacher, likely before the opener and was starting to fillet the fish when something spooked them and they left the fish to rot.

Just as DouG mentioned, if we could just get a few more officers who loves fishing to step up as well we could make a bigger impact and/or get it in the news to shame some of these poachers to thinking twice about it.

I think some Chinese Entrepreneur (in China last year's news) has already beat them to it with the modified cardboard boxes that tastes like meat. Eww and Yuk just don't describe it. But if P3TA wants to consider it good for them, it would help with the recycling of cardboard boxes and uses.
So some of them would consider road kill to be okay it seems. The first steps of bringing back some sensibility to some.
