See if it's been microchipped. Animal control is the way to go.

Animal Services contacted me late today to let me know that the cat was recovered and in fact it was 'chipped'. They will track down the owners and pass along the news.

 

Did my humanitarian duty and happy with the outcome. Except for the cat of course.

You let your cat outside, you take your chances. Ours stay inside due to the dangers of being out. I hate all the neighborhood cats that show up to dig up the garden and mark their territory....
