Even though there are legalities for pretty much every spill you can think of, the real problem is the lack of reporting, lack of proper response by the spiller and The Ministry's inaction (lack of resources maybe) when it comes to placing clean-up orders. I still see many situations where the police and fire dept will not report a road spill and even lie about it ever happening to the media (paperwork? more important things?), even though it is often times their responsibility as first responders. In my opinion they SHOULD call in the spills because the officers often get "Paid Duty" job$ during road side clean-ups... it's really in their interest...beyond the fact that they are legally compelled to do it. Insurance companies or the polluter will often try the same thing because they can get away with it and the MOE is either completely unaware or don't bother sending a clean-up order. Some time the MOE catches them...but not always. The public (like the OP) actually have a lot of power in spill situations because they can be the "eyes and ears" for the MOE by calling the Spills Action Center and giving as much information as possible to the responding agent. 1800-268-6060. If you tell the MOE who spilled something, when, where and with photos, especially if it's big...you can bet that person/company will get a suprise visit!

Here's a "simplified" reporting guide. http://www.ene.gov.on.ca/stdprodconsume/groups/lr/@ene/@resources/documents/resource/std01_079165.pdf You were right to call the MOE-Spills Action Center and they will investigate, to a certain extent. Did they give you a Reference #? call them back, quote the ref# and get a follow-up. Ask them which Officer from which office was assigned to this job and you can contact his/her office and send the photos. The 100L exemption is for reporting motor vehicle spill only and the laws then default to the highway control act. The exemption only exists if the spill doesnt enter a waterway and is cleaned up immediately. Otherwise the owner of the spill or the user of the spill must report it In this situation the service group have caused contamination "beyond the normal course of events and it causes or is likely to cause an adverse effect". They are legally obliged to report the spill and contain it immediately among other things. At the very least this service group will get a scare and hopefully learn to use their equipment/products properly and to mitigate any overspray. It's a silly mistake on their part, sounds innocent to me, but is ignorant none-the-less. They should have not done it in the first place. Good on you for doing something about it... people need to be educated on their work habits and know that they can be held liable for damages.
  5. Not many people willing to move to Wawa for a 12 month contract.... chances are this is just a public posting to fulfill Union requirments and the person who gets this job will be the person who had the previous 12 month contract.
  6. 12 month contract for all those qualifications? They'll end up hiring the CO who just finished the last 12 month contract if he/she isn't sick of being a casual/temp gov. worker already. The Government has turned into the worst employer and it's getting worse. Edited for content
  7. Probably by asking the fish.... duh! Unfortunately the slot sizes have forced a lot more handling time. To the OP, I agree, preparation is the key. Have your measuring/photo gear ready to enable a quick release. A dropped/dirty/dry fish is a probably a dead fish. Typically if I'm sport fishing my fish are categorized as : small, decent, big and huge. If I'm game fishing they are categorized as dinner or not. How are you supposed to make up a ridiculous fish story with exact measurements?
  8. Haha too funny. If a suit in a Bimmer got caught with an axe in his car, he'd better have a good explanation and several credible witnesses on stand by. Up here, especially in the fall, fresh roadkill does not last long. Often you'll see a lineup of guys in Mattawa tuxedos (orange gear) waiting for the cops to clear the carcass. I once called my bro to a fresh scene and he got himself a few nice flanks. FREE MEAT! By the way he is from Mattawa hahaha

  11. I bought a new Abu STX20 a few months ago- and I notice a bit of grinding every so often. I've used sewing machine oil on it, but like Mercman said, I'm intimidated to do anything beyond a few oily squirts. I know a reel repair guy in North Bay, maybe I'll contact him if only for a bit of advice.

  18. I'll give you $50,000.00 for 51% of your snowball supplier buisness. The real money is in reproducing that 6 volt battery that cools things to absolute zero or -273 degrees celcius. From our atlantic salmon to our pacific salmon...This is That. hahaha.
  19. Mix Brocolli, tomatoes and an oil based salad dressing (like sun dried tomato) in a frying pan and heat on medium until the brocolli is half soft. In a second frying pan melt two or three tbsp's of butter and dip the filets (both sides) in the hot butter. Right away, sprinkle some cajun or lemon pepper (or other) spice on both sides of the filets. Let the filets cook, flip them only once after spicing them. Make rice. Place the filets on the rice, then smother with the tomato/broccoli sauce. 10 minute healthy gourmet
  20. way to go Wapa-Randy! Thems are some great keepers. I still filet around the rib cage. It takes a little more time/precision. With 9 keepers, your method you be much quicker!
