That's why I mentioned the switch, always start with the basics to confirm or eliminate components. I bet that's a relief, wtg.

Not sure but the previous owner did retrofit this motor...it was a manual start that he converted to an electric and could very well have added a kill?

if there is/was a kill switch there would be a  lanyard with a clip to clip to your body so

if you fall out of the boat it kills the motor

Yes my 1977 Merc has one. But remember the motor in question was converted to electric start aftermarket. Might not have a kill switch. 

I would check fuse, ground, switch, starter.

All fixed. Starts up no prob. And yes, kill switch.
