Not sure but the previous owner did retrofit this motor...it was a manual start that he converted to an electric and could very well have added a kill?

You don’t know much about this stuff do you

if there is/was a kill switch there would be a  lanyard with a clip to clip to your body so

if you fall out of the boat it kills the motor

yes, there is a kill switch.

Yes my 1977 Merc has one. But remember the motor in question was converted to electric start aftermarket. Might not have a kill switch. 

I would check fuse, ground, switch, starter.
