According to the College of Physicians and Surgeons, they are allowed/expected to have you pay a *reasonable* fee for the copying/transfer of records. I would find out from them what is "reasonable"? $500 seems like an awful lot. That said - i wouldn't be surprised if doctors are legally expected to document EVERYTHING from every visit or examination you've had. Finding and preparing this all of this info might actually take some time.....so i wonder if the fee goes down if you ask the doctor for specific stuff. May be less time consuming and less expensive if they only have to copy the stuff that is specific to the major or long term conditions you and your family may have. Something else from the CPSO... When physicians cease to practice medicine (either because they no longer maintain their certificate of registration13 or they’ve died) two options are available with respect to patient records. The medical records may be transferred to another physician at the same address and phone number or they may be retained (either personally or through the use of a commercial record storage company). Before patient records are transferred to a physician’s successor, the physician or his or her representative must make a reasonable effort to give notice to patients, or where this is not reasonably possible, the physician or his or her representative must notify patients as soon as possible after the transfer has occurred. You might reach out to the Privacy Commissioner for Ontario (assume you can find on Google). WOuldn't hurt to first review (and arm yourself with relevant info from) sections 42 and 54 of the Personal Healthcare Information Protection Act....you can find both here - http://www.e-laws.gov.on.ca/html/statutes/english/elaws_statutes_04p03_e.htm
  2. If money is no object, try Lake Rosseau -- a truly vast fishery that sees little pressure. Hardly a quiet lake, but its so big and complex that you can easily find quieter bays/peninsulas/etc/
  3. Any socialist-based economies that you think are doing well (where you'd want to live)? btw - New York and California are two of the biggest private sector innovation states in the US...remove the private sector and they both become very poor.

  6. Man oh man....the private sector is held accountable by an open market that determines whether or not they stay in business. I assume you work in public sector.
  7. I would bet that 95% of what you buy comes from outside the province. Would you be willing to have less (because you could afford less) if it meant supporting local businesses?
  8. Johnny -- public sector is in general less efficient than private, no matter how you slice it. There's no way that a 9-4:30 slow-as-molasses culture is going to outperform a private company that is gunning for it There are exceptions - healthcare is one of them where the right-to-have-it is more important than the efficiency in delivering it - but in general, i think 9 out of 10 people who are familiar iwth public sector efficiencey would disagree with you.
  9. The gov't is - in general - really crap at delivering a service with any efficiency that would rival private sector.....but i agree that the 407 deal is a farce. Problem is the deal was cut a LONG time ago. No point arguing it now. If it wasn't overturned a few yrs ago when it was proven they were overbilling tons of ontario citizens (or billing people who hadn't been on the 407), it certainly isn't going to be overturned because your friend didn't pay her actually incurred bills (whether she knew about them or not).
  10. There is also a maximum % interest that a company is legally allowed to charge. Suspect 30% exceeds it, otherwise you know the credit card companies would charge that much. You may want to check it out. Only other idea -- the toronto sun loves this stuff. You may get on their front page if you make your story crisp enough. Its not your fault they have been billing the wrong address.
  11. 407 had a well documented problem a few years ago around accidentally improper billing and now have a grievance # to settle disputes. Suspect the gov't made (or at least asked) them do this. Your friend may watn to find that # and plead her case.....

  13. Pretty sure i saw a recent study that suggested the hooks do not corrode out. Or, it takes a LONG TIME (yrs). That said, if you can cut the hook so that its not obstructing much, the fish apparently seem to do okay.
  14. i have seen small lakes and ponds where all the bass were small, with teh odd big one. The big ones always looked *different*....skinny or something. Always assumed the fish were overpopulated, with a giant race amongst the bass to whatever food falls in. No one gets big, except the odd one that breaks through and eats other bass. That said, all just one big guess (probably wrong) adn doesn't explain your lake if there are giants in it.

  16. You may have your answer that its a cowbird. Cowbirds often lay their eggs in other birds' nests....the other birds raise their young for them. Their either brilliant, or deadbeats....not sure :-).
  17. My two cents -- would stay away from the 20 lb mono. Even if it works 90% of the time, its tough to trust mono unless its way over-weighted. Stuff gets really delicate when its nicked.

Here`s one i`ve often wondered about --- its illegal to let a fish go to waste if it dies (or looks like it won`t survive), but what if the fish isn`t a legal size (in the slot, too small, whatever)? You catch a walleye in the slot, it's gut-hooked, and you let it go knowing its almost for sure going to die. Or you catch and unfortunately lose a small musky (i would never eat a musky regardless of size, but just another example)? Aren't you theoretically guilty either way?
