What is this sub thing used for ( Owen Sound )?

Was up there this morning. Left lew time.

 

 

Arrived to be greeted with an hour and a half down pour rain off and on.

 

 

 

Fishing was great. NOT

 

Anyhoo, this thing had me mift.

 

Looks like a sub of some sort.

Don't think it is a submersible but a lifeboat for extreme weather conditions like the North Atlantic in the winter.
