That's a common theme on some of the rivers I fish. It's "usually" flyfishermen high stick nymphing with indicators who feel the need to stand right on top of the fish. Nice...done that a couple of times myself...great look on their face when a steelhead jumps behind them.

Nailing fish right below them is a treat.
