Evinrude Etec is Bombardier. They just refuse to make a 4 stroke. Even in their snowmobiles. They are doing everything they can to stick with a 2 stroke while every other manufacturer is developing 4 stroke technology.

I never had insurance on my trailer or 14' 15hp. I'm not in a real populated area though. You might want to consider insurance on the boat in case you run into somebody on the water. I have a 20k boat now so I insured it. Yeah...what Tom said..just liability. If the trailer isn't insured, your vehicle insurance will cover accidents, but won't fix your boat.

It says how to measure em in the regs. The only way to do that is with a tape measure. I don't need another regulation that says I gotta carry a tape measure. I would just forget it and get busted for that.
