You would have to make sure the back pressure isn't great enough to reduce the flow of water to a point that it doesn't cool the engine properly. Only a fraction of the water comes out the pee hole, most of the water exits through the port on the back of the shaft and the exhaust. If there's steam coming out of the pee hole = too hot for sure. Instead of using the temp of the pee hole water, a better way to check that the cooling system is working is you should be able to touch the cylinder head for a couple seconds without burning your hand.
