I have always frozen my fish whole, pull out the day I'm eating them and fillet. If you leave them intact in the freezer, you won't get freezer burn, except maybe fins and skin. The meat stays perfect.
Food manufactures have been reducing the size of their packaging for years, so the price doesn't seem to go up. Go and research it., Are you still getting what you paid for 5 yrs. ago?

O.K.!! Normally, I smother my bait, with a boat cushion. [quiet, simple,.. and no screaming] There is however, the slime issues, on the cushions. I don't know. Is there a right way and a wrong way? I'm confused, and at a moral crossroad!!
