The problem is each circumstance is different.. This is why it's up to the officer in question to make the decision.. If these were black/white issues then I could understand, but as you pointed out they aren't.

Jacks are more elongated then Permits are.. They are extremely easy to confuse though.. Also the jacks are a bit flatter on the bottom compared to the permit. Permits also have a smaller mouth.

If I was a Sens fan I wouldn't want to look back at all the choking either. Although the Senoritas have been pretty consistent at it.
