please recommend an app for fishing, regulations etc that can be useful.

https://www.ontario.ca/page/fishing  has all the regulations that are useful.

SmartOut - best app - has all regulation for Ontario - both fishing and hunting.

I think member of ofc has developed it.

available for android and apple

Yep, Android only though, Apple wants him to buy a Apple PC to develop for iPhone & he can't afford that, at least that was the case 3 years ago :
