I'd suggest that Townships have no constitutional capacity to access planning power over the fishery..... I'd approach it that way. Call the OMNR and ask them when a township started making fishing laws.

Like I said... be VERY VERY careful. There has been ice on the NorthEast Arm of Lake Temagami for a month (since before Remembrance day). It's only 1 to 3 inches thick right now and has been below -15C MANY days up there ! Nip probably isn't a lot better.

Be very, very careful ! High winds and snow fall have made ice formation minimal or non-existent on some major lakes. Nippissing seems to be the odd ball.. frozen shore to shore... but how thick is another queston!

You can buy it in the store as your first purchase, while holding all your items to ring thru next. What I did a couple years back when I bought two downriggers in the Mississauga store to save 10%.
