You mentioned dust covers,which to me, is the rubber covers which mostly are used to cover up bearing buddies.You are talking about the bearing/wheelhub cap. Im thinking you got the wrong size.

You mean those rubber covers? You have to put them on and lift an edge to let the air out.This is what I find works for me.

You need expantion , no matter inside/outside.If he gets frost lift like you say,it will bust the tiles,then hes stuck with trying to refit.Thats not fun.
