Regardless of faulty valves or seals you'd think they would have designed the system account for any of that happening. Being a cynic, I always believe these things are done on purpose to save money. Far more naturally occuring radioactive material is released during coal and oil refinery than any properly functioning nuclear plant, as far as I know. ...But I suppose that's a whole 'nother can of worms.
