Paint Question

I have a wood or looks more like fiberboard siding outside my house that i need to paint as it has chipped. It looks original Manafactured paint and I dont know if it is oil or latex. I will need to tint as the color is like a dull blue or greyish blue. What would you recommend for paint. oil or latex and brand. Thanks for your input.

I am not a professional painter by any means but I think if you are not sure of the paint you are covering, it is always safe to cover it with an oil base paint..
