It can be done. But first thing's first you gotta keep your distance from the fish because if the fish feels it's in danger, it probably won't bite. I have my best success fishing small creeks early in the morning. Not only is there less light, the fish are also more active during that time. Small lures work really well. Especially if your in the right spot, but your presentation must be as mint as possible.
There are a few at Best Buy / Futureshop, but most of the good ones don't have screens to show you what your recording.

I've had the helmet hero and I thought the quality was really impressive on high res.
You don't even have to tell them anything if the fish are dead. Most people won't really consider what you say to them and since it is illegal, the best action would be to report them to the hotline.
I think I've made dozens of last casts on occasions. My father would eventually cut my line out of nowhere or somehow run away with my rod to end the day. I can't say I hated it though because it would always leave me laughing.
