Construction on south side of Sudbury

Having been watching it develop for a few years, I still have no clue as to what this is. Huge project of some kind off Hwy 69 just south of Sudbury. Tried googling a few things, but still not sure. Some kind of bypass?

its the new 4 lane 400 series there bypassing a lot of smaller towns, train tracks,trying to make it safer god knows it needs it
